I can narrow the wording down. I'm sure they'll try to get around it but they'll still have to leave. What then? Go ahead and protest...but you're gone.
When the rider keeps on arguing after RM has said "NO", then it's harassment which is abuse. RM can't walk away and if the rider won't and keeps harassing the manager, that's abuse. Cursing is abuse. Excessive arguing is abuse...and disrespectful. (I agree with your grandma.) Disrespect doesn't have to be tolerated either.

Six months ago a fist fight broke out at a ride over an incident in ride camp concerning ride rules. The police was called to sort it out. I'm sure the incident didn't do anything to endear endurance riders to the local land manager. To my knowledge the AERC has done nothing. No one wanted to protest. Bottom line I just don't see the AERC organized or the rules structured to deal with sort or thing or the sort of thing that seems to be happening in the Central region without a formal protest. The rule on "... not being able to deny entry ..." is a pretty strong statement. From what I can recall the few protest that have been filed when entry had been denied - the AERC has come down on the side of the person who was denied entry.

It seems that the only way to deal with this is for a RM to file a protest against these riders for a specific action. If it is a continual problem then a group of RM's could file a protest. As part of the protest if upheld - a suspension period could be part of the sanction. If the AERC will not uphold a protest filed by a RM or group of RM's - then they would porbably up hold a protest against an RM if entry were denied.

I'm not trying to minimize the behavior - however - IMO the way to address it is to file a protest and let the AERC sort it out. I'm sure there are enough people that would share the protest fee. It sure won't be solved by trying to craft a rule on ridecamp.
