[RC] Rude Riders - Elinore Tonsor

A few years ago, we had a suggestion for a rule change in UMECRA.  It went 
something like this:  If a ride manager feels that a rider is abusing 
him/herself or ride staff/volunteers, they were to issue the rider their first 
(and only) warning.   The warning was to be issued in the company of a witness. 
If the rude rider did not curb their ways, ride management was to approach the 
rider again and tell them that their entry fee had been doubled.  That they 
would have to pay the double entry or their results would not be reported.  
unfortunately this rule change did not pass, so just as AERC has little to no 
recourse for rude riders, neither does UMECRA.  If the ride manager brings this 
to the attention of the UMECRA BOD, then the rider will be approached by a BOD 
member and privately chastised.  If there are additional complaints at 
subsequent rides, the BOD has the right to publicly chastise the person.

The problem with AERC's current rule, as I see it, is that you can refuse entry 
for unsportsmanlike conduct, but by the time the unsportsmanlike conduct has 
occurred, the unsportsmanlike people are already at your ride and entered.  I 
don't know how you can refuse entry for something that happened 6 weeks ago.

The truth of the matter is that Ride Managers have very little say so in AERC.  
In UMECRA riders are allowed to protest our rides, but we are not allowed to 
protest riders.  (And technically, UMECRA is a ride manager's organization.)

I personally really liked the "double the entry fee" fine. It would have shut 
up a lot of people on the spot.
