[RC] refusing entry - k s swigart

This is not true.  In the first paragraph of the AERC's rules is states:

"...Additional measures may be taken by any ride to provide greater
safety for equine and rider. However, except in the even of emergency,
these additional measures must be explanined to the competitors and made
available to them in written form at the pre-ride meeting."

It doesn't say "veterinary parameters" but rather those to provide
"greater safety for equine and rider."

Although, it is my understanding that rides are also allowed to impose
additional rules that are required by property owners/managers.

Thus, "no dogs allowed" "you have to clean your campsite" "you must feed
weed-free hay" "no smoking allowed" etc. are also permitted.

None of these rules is in the AERC rule book, and it would be difficult
to argue that the reason for them is to provide greater safety for
equine and rider, but ride managers are still allowed to impose them.
