Probably not.  But is the horse that pulses down in 59 minutes now with the help of a massive crew and all the goodies any better off than the one that takes 61 minutes without?  Or is the horse that completes the course in an elapsed time of 11:59 really that much more capable than the one that took 12:01?
 
No matter where you draw the line, there will always be those that just barely make it, and those who just barely don't.  And I still submit that the horse that pulses down in 29 minutes, even with the benefit of all that crewing, is better off than if it took him 59 minutes to do so.

just a rider sponging it with ambient temperature
