point #1:
"...Don't you think changing the rule from 60min to 30min may possibly help in the conditioning of horse and rider to be able to still ride the final leg fast and then vet in within 30min?..."

In contrast to many countries, I do not believe that more than 10% of the riders in an AERC ride consider that they are practicing, preparing, of have any intention of ever competing at the international level. That means that rules aimed at helping practice for international competition are simply not relevant to the riders.

Yes, but that wasn't her point. They are still RACING (just not FEI)--and requiring them to be fit enough to recover quickly after would presumably ensure an increased level of fitness.

point #2--LD

Everybody's "right". The finish is when the pulse reaches criteria; the rider then has 30" to see the vet for everything else. BUT, if the horse does not reach criteria within 30", the horse is automatically eliminated. SO--in that sense, the LD riders already have a standard of 30" to reach pulse criteria, and THEN 30" to see the vet. You COULD say that the proposal would RAISE the standard for the endurance distances to that of LD, except that the assumption is being made that the endurance horses are down when they cross the finish line, or will have no trouble recovering.
