Several points to ponder: 1) Why not let the head vet determine parameters for a given ride instead of making iron clad rules to cover everything. 2) Has anyone thought of the fact that dropping the pulse rate and times will virtually eliminate many breeds from competition? This proposal sounds to me virtually like an Arab only rule. 3) The only ones I see possibly benefiting from these changes are FEI and Arab riders. If the FEI people want to go to FEI standards they should promote more FEI rides both financially and by putting on rides themselves. The majority of us do not have the resources to have massive pit crews cooling our horses that the FEI folks seem to have.
