I completely disagree with this proposal. Metabolic pulls can occur for a
million different reasons. Many of the issues do not extend past even the
next 24 hours. In the CT region an 80/80 CRI would result in a metabolic
pull - but it appears that fly spray addressed that problem. Should this
horse be banned from competition for 30 days? My horse had a muscle cramp
that caused his HR to hang above criteria. I had decided to pull him anyway,
but at the 30 min point, it was a metabolic vet pull. He was fine later that
day [both from a pulse and muscle cramp standpoint]. Should he be banned
from competition for 30 days?

You will really need to look for ways to grow the membership if something
like this goes into effect.

I, personally, think this is a much better proposal for 
ensuring the welfare of horses; although I would change it 
slightly such that it would be John Jones who cannot compete 
on Dobbin in another ride for a month or a year (somebody 
else may be able to better manage Dobbin during a ride).  
However, if Dobbin gets three pulls under any rider, then it 
should, indeed, be Dobbin who has to take the break.
