Addtionally riders that don't finish (no matter what
horse they are riding) two consecutive rides due to metabolics does
demonstrate their lack of ability to properly rate an endurance horse 
insuch that it can complete the course.

Is this the way it was stated? I was thinking they said, "Required 
treatment".  What would that do to their practice of giving IV fluids 
so casually after lots of races?
