Do they think it will weed out the "less fit". If the horses in Malaysia are more used to the conditions than those coming from other parts of the world, where the fast COC times are easier to obtain, they might have a home court advantage when competing a tough extremely humid slow course. I guess one way to beat them is to make it where they cannot start. If I recall correctly, in the past the Malaysians were trying to get them to relax the previous, slower COC requirements for them, since they had to deal with such extreme conditions.
