Subject: [RC] coggins testing

Isn?t it against the law to sell a horse without a negative coggins that is under a year old? I?ve been trying to help a friend buy a horse and we found a great one, for a great price, but his coggins has long expired. The sellers don?t want to cough up the dollars to get a new coggins. Isn?t this wrong? They say they will give the money back if he?s positive, but we don?t? trust them. Comments are welcome and encouraged, thanks.
