More often than not, getting a horse without papers is the result of irresponsible breeding, selling whatever. So often I have seen people breed far more babies than they ought, and then cannot afford to or just plain are too lazy to get their paperwork in order. So...when the time come sand they HAVE to unload the young horses especially, or even horses they bought and never transferred, they think it is fair to just dump them sans papers for a cheaper price. In those cases, or auction rescues, or that sort of thinking, I have NO problem with them trying to get the papers. There are at least two get of our stallion that someone screwed by not getting paper work done - and I would sign whatever I needed to in a HEART BEAT if it meant that the new owners would actually DO something with them - for free. People who refuse to sign the papers I think are just selfish in these instances. Since we really cannot control what happens to our horses once sold, it seems to me that we should be willing to make things right with their heritage when this situation presents itself.
 
Conversely, someone who knowingly chooses to buy a horse with no papers from someone who withheld them for a good reason - perhaps a mare who has no business being re-bred - has no entitlement to the papers. I think that information is noted in the sales receipt when this is the case. But simply not HAVIN Gthe papers because someone was lazy or stupid is another story.
