"The court order must be issued by a court of competent
jurisdiction. Examples of orders may be a Declaratory
Judgment, Findings of Fact and Conclusions of Law, or
simply an Order Awarding Title. The order must clearly
state that you have legal title to the horse."

If you have a bill of sale from the auction house then the auction house
should have something to show that they were authorized by the owner to
sell the horse on his behalf. This should be sufficient to prove legal
title to the horse (you gave the auction house money, and the auction
house gave the owner money--less commission).

If the auction house sold the horse for somebody other than the
registered owner, then you will have to trace the transactions back
through those people...as you may NOT have clear title to the horse.

Or you can do the "advertise for other owners" thing and wait and see if
nobody responds, but I would get an attorney to do this for me as the
attorney would know the details of exactly what is necessary to make
this legally binding the first time you show up at court looking for
paperwork.
