Can't quote any statistics, but there is plenty of anecdotal evidence that a horse should recover to criteria within half an hour...  Horses that do not do so tend to be behind the curve in refueling and rehydrating as well, and hence are not doing a good job recovering from what they have just done.
 
Personally, I worry about any horse that takes more than 10-12 minutes to reach 60, even if he has just raced across the finish line.  Any longer is a major red flag.  Granted, that's "anecdotal"--but it is an impression garnered over a whole lot of years and at a whole lot of rides, looking at a whole lot of horses.
