60 has been the norm in this region for a decade or more, and seems to be the most common pulse criterion I've seen across the country as well.  Personally, I think there is a significant difference between using 64 and using 60--I've seen numerous horses that would hold at 64, but most (granted, not all) that drop to 60 will continue to drop.  And IMO, that is a very important difference.
 
As for 56--it is a GREAT tool for slowing riders down when the heat and/or humidity are higher than normal.  I've used it a handful of times myself, and have ridden a couple of rides that have used it.  While it is true that there is a point of diminishing returns with lower pulse criteria, it is also true that riders tend to slow down on the trail so that they are not held up at checks to meet the lower criterion.  Works like a charm.
 
Any more, it makes me nervous when ride vets set pulse criteria any higher than 60 at rides--and I absolutely would not vet a ride without insisting that the criterion be 60 (or 56 in extreme situations).  I'm actually surprised to hear that it is not yet the norm in the SE.

I'd read that getting any lower didn't really help. To me time taken to
hit that lower criteria before I can vet through is just less time that I
get to let him eat since eating raises pulse. I really would not be in
favor of dropping it below 64 for most cases or giving the vets the
*option* of calling for lower if they had extenuating circumstances.
