First one has to learn how to play a whistle...there are holes over which one places fingers to achieve the notes, somewhat like the flute or other woodwind. Then one has to learn how to blow properly, and it's very interesting to see the physical change in the chest wall of a piper. It takes so much deep breathing and air passage to play correctly. Have you noticed how full the chest of an opera singer? It's all about air intake and control.
