A Caslick's operation (which is what sewing the upper part of a mare's vulva 
closed is called) is not in any way shape or form a barrier to breeding.

The stallion will just shove his penis in the little hole that is left (you 
have to leave a little hole so the mare can pee) until it is a big hole.  If 
the mare is willing, then a little bit of sticky skin ain't gonna stop them.

There may be some reasons for doing a caslick's on a mare (usually it is 
because of the conformation of the mare in order to keep feces out of a tipped 
vulva), but prevention of breeding isn't one of them.  It simply does NOT work 
for that.
