[RC] Sundowner Trailer - sandy rovane

I have a 1996 Sundowner 3 horse LQ trailer.  It seems
every time I want to use it the breaks don't work.  I
have checked fuses, had the wiring fixed, change the
break controller, now what else could be making the
breaks iffy.
