It is more a matter of personal preference and compatibility between horse and rider than anything else. Myself on short horses I always seem to be behind the motion. It is not good for either me or the horse. On a taller horse, we are together and we work together well. It has to do with length of levers in my legs - vs. the stride frequency and length of the horse. I can't tell an inch or two difference in stride length watching a horse - but I sure can tell an inch or two difference riding a horse. For a short ride it doesn't matter much since I can work a little harder to deep in rhythm with the horse, but on a long ride I am much more tired on a short horse than a taller horse from working to keep up. The short horse in not operating near my "resonant frequency" a taller horse is - pretty simple and why I, all other things being equal, prefer a horse in the 15-1 to 15-3 hand range.
