Padding just in back seems very odd to me.  Horses carry most of their 
weight on their forehand (unless they are upper level dressage horses). 
 If you like the horse, I'd have a very thorough pre-purchase exam done 
& tell the vet about the padding so he/she can look for hoof issues, 
especially in the rear.
