From what I've read it takes about 2 to 3 months for the hair to start coming in white from a freeze branding.  Not sure if this would be true for a withers spot though considering that freeze branding is intense cold for a couple of seconds.  I'm not sure how long precisely it would take for a saddle to cause the same amount of damage.  Probably depends on a variety of factors ie degree of pressure/rub from saddle, length ridden, how often you ride, if the rider is unbalanced and contributes, etc.
