Austrialia has the most restrictive rules that I have read..  As I understand it, when endurance  first hit there were some persons (voters) who thought that endurance would be cruel to horses.  (much like the thread here from equinesingles).  The result was that the government required a very restrictive set of rules.
 
We should also remember that Austrialians view life and the government very differently than we do.  They are extremely politically correct, and generally feel that the goverrnment always knows best.  This is not just in relation to animals.  Their firearm regulations are really strict (this in a country where there is much more open space than USA).  They traditionally have had very tight controls on written word, and especially that which is considered pornography. 
 
Before we embrace what they do in one area, we should consider if we want the whole package.  This type of change tends to creep through a society, or a group. 
 
I support education.  I support sanctions for bad acts.  I support personal responsibility. 
 
I oppose making everyone follow complicated rules just to prevent a few instances of bad horsemanship.
