Of course the legs are necessary to shift the weight and start the hip rotation. However, if spend all you time strengthening your legs and no time in the batting cage - getting your timing down - do expect to make the majors.

PS: I would not put too much into what Giambi's personal coach says. Giambi is the poster child for steroid use.
