Are we talking about babies or grown horse with problems?
Babies I hold on a line till they stand still a little at a time from the 
1st week.
Horse with problems. I start with tying while they eat. with me in the area. 
after that I groom them tied, and don't let them move around. slowly they 
turn step but step. Carol IL
