While some with more nervous temperaments might be slower to learn, they can ALL learn to stand politely and quietly.  The reason why some "experienced" horses still do it is because their experience has been limited to going down the trail, and no one has ever taught them any better about their behavior in camp.
 
Some are quiet naturally--those that are not won't be unless someone bothers to teach them better manners.

I don’t think it has to do with being ready for camping, it’s the horse’s temperament. And some with that type of temperament make good endurance horses. They just don’t want to give up.
