Virtually all electric fence corrals are psychological barriers only,
and since these horses had been confined in this space for most of the
day, they already knew where the fence was and that they weren't
supposed to touch it.  Adding another strand and making it more visible
(in the dark???) wouldn't have done anything to make the corral more
secure.  Horses can run through two strands as easily as one.

Don't make the mistake of thinking that your electric fence corral is
more secure by adding another strand of visible tape to it.  If the
horse knows it is there (which these horses obviously did), the only
thing that might stop it if it panics and runs through it (despite the
fact that he knows there is a fence there) is something that will make
it harder to knock down.  You have to add something that will physically
slow him down, not just psychologically.
