Both my comments and the reply, only and
specifically related to WI and its rules. In WI they do check and keep
records. In MN the rules are somewhat different, you only have to check
and keep records if there is a prize involved. Ribbons count. This
exempts trail rides.
Last time I checked, some southern states with
extreme EIA problems are even stricter.
Other states do not worry about EIA and do not
require any checking. This will not change.
