Yes, it's fair. Anyone riding a horse in an event has a responsibility for the horse. Even if they had no knowledge that the horse had been drugged. I guess one lesson here is, be careful who you lease or borrow a horse from to compete with.


Anything less allows people to escape consequences for drugging by simply claiming that, yes, the horse was drugged, but "somebody else" did it.
