If memory serves, this decision type of happening
is not uncommon. There was an AERC positive last summer that was
similar. I agree with the FEI. If you are going to claim no
responsibility either as owner or borrower, you have to be able to document the
responsible party.
Thank goodness, these problems only effect high
profile riders. I don't let my horses out of my control, and I have no
desire to ride a horse I haven't trained.
