If your vet has to resort to using Health Certificates and Coggins tests to 
generate income, I think I would find another vet.  One that is good enough 
to stay busy without having to milk their "clients" by fabricating a income 
scheme.
What you really should do is to get mad about the people who do not care 
enough about their animals to have them health checked and tested, then 
transport sick and diseased animals to places where your animals are.
