What I would try first is adding a gallon or 2 of vinegar and fill with water and let it set a couple days. That should cut any residue clinging to the side of the barrel. Drain & rinse. If it still smells, dump in an ample amount of baking soda, close it back up, add water next day and let that set before draining and rinsing throughly and allowing to dry out.
It may still smell a bit if left sealed up and it gets hot, so I would still fill just before the ride & drain and air out right after. Or try the vinegar treatment again.
