Dawn, I wish you hadn't been so rude in your private post to me, but you're right about the parks being public. Nevertheless, they were established under different guidelines and, as you noted, managed by different agencies to provide visitor amenities that require constant maintenance, hence the fees.
 
Regarding your second message, the Sky Islands NRA was opposed because these fragile ecosystems had already suffered from overuse (usually by people who never got far from developed campgrounds), and it was thought that instead of trying to attract more people to an area already suffering from visitor impacts, it should be protected, not advertised.

HUH???  Better check your facts.  National Forests, National Parks, and National Wildlife Refuges, along with BLM lands, are ALL public lands.  They are managed by four different federal agencies, but they are all public lands.  Just because National Parks are more regulated and charge a fee to enter doesn't make them private land.
