While this might sound good at first blush, it does not really address the real life issues, for the majority of horses.
 
Responsible breeders of purebred horses would be severely - yes, severely - penalized by this kind of "tax."  And the people who never intend to register their horses, nor do they practice sound breeding practices, would be completely unaffected.  So they could continue, and even increase their production of foals.  Is that a good thing -- I would say, no.  You could have even more unsaleable foals produced.
 
This fee structure, or tax, would also not address the natural progression of a horse's life.  I have a feeling most people have no idea how much it costs to euthanize a horse and have it buried -- around our area it is over $400.  I will tell you, emphatically, there are many people who will willingly abandon a horse rather than pay $400 to humanely "dispose" of it.  This is literally a fact of life, and death.

We've come up with an idea, kind of like the 'disposal' tax you pay on tires when you buy them.  When you are involved in breeding a horse you should be required to give $100 to a general rescue organization and when you register a horse $100 to the breed specific rescue organization.....  This would help take care of the horses displaced by over breeding and perhaps slow down over breeding.  Feed and care for those otherwise who have the only options of neglect, starvation or slaughter....   Closing the slaughter plants in the U.S.  only results in more torture for those bound there.  Either transport out of country to uncontrolled plants in mexico and Canada or neglect and starvation.  Slow down the over breeding and charge breeders a 'disposal' tax.  !!!
