Agreed, there has been great progress in pet population control.  And 
societal pressure has helped.
Our neutered dogs have much better temperament and behavior than non-neuters 
and our spayed cat is mercifully free of being burdened with 2-3 litters a 
year.  And we don't have to deal with roaming tomcats, which can be pretty 
disgusting.
