What is the logic on the "no forward movement while dismounted" rule?

The logic is that a horse that is not carrying a rider ,while you are
running or walking along side, has a easier time than a horse who is
carrying a rider. In CTR, in trying to have things as fair and even as
possible, this rule eliminates one variable.
