Curly...that's it.  They looked curly.

But I don't get why the officials ( if you could call them that) don't bust these people...UNLESS they are bought off.  It is for the money I am sure, that they can sell the horses for.  But, you know, that someone is looking the other way.  I realize that lots of things happen to many different breeds that are not humane....but this is really bad.
