I just love my Wintec lead line saddle for little kids. I start all kids in it. There's a great hand grab place if they feel off kilter. Better than a horn actually. And I think safer. If a kid comes off an English saddle and gets hung up, the stirrup leather will slide off the bar. with a western saddle, unless you have tapaderos, your kid is SOL.
 
If the child fell off with an English saddle, she needs to do some very basic balance exercises. They can fall off a Western saddle too. in fact, my grandson when he was learning, was in his western saddle and goosed his pony in the flank.. he went flying and learned not to do that!
