My experience has been different than Angie's.  My 5 y/o nephew ( who is 
nothing like a string bean) fits well in my 12" saddle.  As for the horse, I 
have a "horse sized" saddle not a pony saddle.  I found a number of pony 
saddles were available with that small a seat and had to look for a horse 
sized one.
