[RC] Co-Sanctioning - k s swigart

Probably because she doesn't get dinged with a non-member fee for riding in an 
SEDRA sanctioned ride without being a member of SEDRA :). I can guarantee you, 
if SEDRA charged a non-member fee that people would notice...and probably start 
to complain (or not come).
