RE: [RC] WEG selection - Steph Teeter

Alissa - don't quote me as the authority on any of this - but this is an OC
thing, not a USEF thing. My understanding is that the Organizing Committee
is allowing only 5 riders to enter (1 4-person team and 1 individual) the
event from each Federation. On Aug 14 the Federations must submit their
definite entries, which will be a list of 5 (maximum) riders. I believe that
after this point it will not be possible to substitute any riders. Regarding
the horses, the USEF is electing to send an alternate horse, for
substitution if one of the 5-squad horses has a problem after arrival.

What I don't know, is at what point in time horse substitution will no
longer be allowed. Will the OC allow the 6th horse to go to the offical
stabling facility, where quarantine rules are imposed? If not, then the
extra horse will become moot once the horses are moved to the WEC grounds.
FEI rules are vague in this matter, and it's more typically an OC thing. But
it's definitely not a USEF thing - if costs permitted it would behoove USEF
to send as many horses and riders as practical to the venue, so that if/when
problems arise on-site, there are options. In France (2000) there were 8
horses and 8 riders there, and 7 horse/rider teams actually started (one
rider was injured, and one horse tied up on arrival - the rider with the
tied up horse ended up riding the horse of the injured rider), in Jerez
(2002) there were 6 horses and 6 riders, and only 4 were able to start (2
horses were lame). In Dubai (2004) 9 horses and 9 riders were shipped and 6
horse/rider teams started.

One thing to note, is that when we go to the Championship FEI events, we are
actually leasing our horses to USEF - at which point all final decisions
regarding the horses are made by USEF staff (vet, chef d'equipe). The riders
and horses are reprenting USEF, they are not there as individual
competitors.

Steph and John,

Is the decision to bring 5 horse and rider pairs plus an alternate horse
a USEF idea, or is it required by the WEG?  If those are the WEG rules
for this ride, USEF doesn't have much choice - no use flaming the
selection committee for that.  However, encouraging people to join USEF
and try to get on a committee is an excellent idea - we have lots of
smart folks in AERC who could steer the decisions for the 2010 WEG in
Kentucky - where we will have a bit more of a "say."  Not to say that
current committee members are not also AERC members - I think you'd be
hard pressed to find more than a couple who are not AERC members.
