If you've had the same kind of overly warm "winter" in BVS as we've had up here at 4000' in Mariposa, the problem is probably ticks. Last October my Beau had an infection for which I was giving him penicillin shots twice a day. Shortly after ending the course of meds, he developed the symptoms you described plus where the weeping was, his hair started falling out. My vet figured the penicillin set him up to over-react to the tick bites. We did a two week course of steroids, he got better, but when I stopped the meds he got worse again. I had to repeat the course AND lock him in a pen where there were no ticks. At one point he had almost no hair on one side of his head. With the temps FINALLY dropping into the 30's the ticks are beginning to diminish. The really frustrating thing is that it doesn't take a lot of the hateful little bugs - just one, snacking its way up his head or leg and across his body can wreak havoc.
