Disclaimer: I have no actual knowledge, but I do have a suspicion,.
 
I suspect that FEI rule making persons are from the European tradition where super rich own horses, have grooms to care for them and no matter how much they like/love them, feel about them differently than many American endurance riders.  They probably think that it would be an honor to have a horse in an event (like other events ridden by professional riders and Jockeys).
 
I personally would not want my horse to be ridden by someone else, but I am from working class, third generation American stock.  As far as I know my ancestors were city people and one Cornish miner.  I'd bet that you would have a hard time finding a previous horse owner in my family tree for a couple of hundred years.
