Many commercial feeds use beet pulp in their formulation and it is perfectly safe to be fed dry. They, however, do process it or pelletize it and add some oil so there is some moisture. I suspect that beet pulp pellets should never be fed dry. On the other hand if mixed in with other feed a small amount of shredded beet pulp probably isn't a problem.
