If a person is trying to make a living stealing horses, they have to accumulate them someplace before they take them to a slaughter plant or otherwise turn them into money. In many cases the only area they have is visible from public property. If a horse is freeze marked or branded someone with binoculars can read the mark without going on their property. This is enough to get a warrant to search for stolen horses. Many criminals know this and thus pass up branded or marked horses.
