Hmmmm...maybe so, but a "Calvary Charge" with guns blazing is not what is
being discussed here...and radios DO work from horseback.  A 5 watt radio on
the horse, a 50 Watt radio in the Border Patrol SUVs, and few repeaters in
strategic locations and you're in business. In our Mounted Rescue, a radio
and a GPS will get you a helicopter right on top of you in a hurry. (Or one
of those cute little drones that fires Hellfire missiles?)  

Considering the cost of a Blackhawk and their vulnerability to RPG's, I
think the horse wins hands down.

My breed would be a Blackhawk helicopter with a full sensor complement 
for both day time and night time (the biggest problem) monitoring and 
interdiction. Given there is a lot of money being made smuggling across 
the border (be people on both sides of the border) it will get pretty 
nasty when the crack down comes. For such operations the calvary was 
long ago replaced by the air calvary and the horse by the chopper.
