[RC] Fly treatments? - L gin

Anybody know which or the best or if it is sfe to use a spot- on tretment on mini's or a donkey? I have a 37" donkey , who gets eaten by flys on his legs--clusters of them when the horses only have a couple.
Presently using Warpaint--it helps. But was thinking of using a spot on on him. Vet said for some reason Donkeys just seem to attact more and they just eat them up.
Moving in 3 weeks finally,;0)--- and may not have a barn for the summer for him to hide in--


What is safest? And is there a generic? I make my own fly spray with the 10%Permethrin---the label (which I am going to go the feed store and read as mine fell off) says you can use it as a spot on on cattle and horses...............anybody have any experince with this an d with smaller animals.
He is roughly 300 lbs.
