It depends on the horse and the saddle.  I have one horse that doesn't appear to need a breast collar, but others that I wouldn't dare ride without one.  Some saddles fit some horses perfectly and do not slide, the same saddle may not fit a different horse.  It isn't worth the risk unless you have proved the combination.
