I am not sure I would like to penalize "pulls" or as described above "vet outs".  It seems to me that this kind of thinking creates more of an adversarial relationship between rider and vets/officials.  I think we have come a long way in trying to create a partnership between the vets/officials and riders in trying to do what is best for our horses.  Compulsory lay offs by officials/vets is another way that would seem to emphasize taking responsibility of the horse off the rider and onto the "officials" of the sport.
 
I know this type of system works well in other countries but I am really not sure how well this would translate over to the AERC style of riding and what AERC promotes.
