Abigail, that is a good thought.
When he was first barefoot, and the boots fit better, I didn't have the problem. But as his toes are coming back and his feet are getting smaller is now when the problem seems to be appearing.
I have a new, smaller pair coming, but it will be a bit before I get them...

Maybe its that they are too big.  Possibly they are loose and flexing back and forth against the hoof instead of sitting still against it.

I had him vet wrapped well, and the boots weren't too tight, in fact not tight at all. The boots are a bit big, and that is why I made sure I had plenty of wrap on his hooves and heal bulbs. And the boots are not too high up the hoof.
This is the second time this has happened.
 
Any thoughts?
