Because Matthew McKay-Smith's underlying premise that Rapid Pulse
Recovery is a definitive sign of metabolic fitness is wrong.

There are more reasons for a heart rate to drop than just metabolic
recovery.  And there are more reasons for a heart rate to remain
elevated than just metabolic overstress.

And this problem is exacerbated by using the same number of bpm to
determine "recovery" for all horses.  What determines "returned to
normal" is very much a function of what is "normal."  And the "normal"
heart rate for horses varies wildly among individuals.
