Any shoe repair or upholstery place can do a small job like that. For sewing large amounts of biothane you need machines that can handle it but small repair jobs are easy. If they follow the old stitching lines the holes are already there. Do not attempt on a small home machine.
Save shipping time and money :-)
If you can give up the few inches it takes punch holes and add conway buckles so you can change them easily the next time.
Thanks to Angies suggestion when I started out years ago most of my snaps are easily replaced with no sewing
